On September 1st, 2025, ECHA published a new list of SVHC consulting substances, and conducted public comments on three potential SVHC substances. The public comment ended on October 16th, 2025, during which all stakeholders can submit comments to ECHA. ECHA will comment on the feedback submitted by the public. If these three substances pass the evaluation, they will be added to the official candidate list of SVHC.
On September 1, 2025, the EU REACH Amendment Regulation (EU) 2025/1731 came into effect, marking the full implementation of the new restrictions on 16 CMR substances (carcinogenic, mutagenic and reproductive toxic substances) in Articles 28, 29 and 30 of Annex XVII of REACH Regulation. This regulation update is to adapt to the classification adjustment of EU CLP regulation (namely, Regulation (EC) No.1272/2008 on Classification, Labelling and Packaging of Chemicals).
On July 31, 2025, an important news came that the new industry standard IEC 63315 ED1 of USB-C PD 240W has entered the Enquiry stage and is scheduled to be officially released on July 31, 2026. It will completely replace the old standard IEC 62368-3 released in 2017.
On August 18, 2025, the Extended Producer Responsibility (EPR) requirements under the new EU Battery Regulation (EU 2023/1542) officially came into effect. This means that all manufacturers and sellers of batteries or products containing batteries in EU countries must complete EPR registration in the corresponding country by that date and submit the registration number to e-commerce platforms such as Amazon and TEMU as required. Otherwise, their products will face the risk of being removed from shelves and banned from sale due to non-compliance.
On August 11th, 2025, the European Union published the Regulation (EU) 2025/1731 in its official gazette, which revised the restricted list of carcinogenic, mutagenic and reproductive toxic (CMR) substances in Annex XVII of REACH Regulation. This revision adds 16 Category 1B CMR substances and one exemption clause, which will take effect on September 1, 2025.
Recently, the Ministry of Environment of Taiwan, China issued the draft of Management Matters of Perfluorinated and Polyfluorinated Alkyl Substances and Their Operation, according to the Law on Toxic and Concerned Chemicals (TCCSCA), proposing to designate 269 PFAS as concerned chemicals, which is expected to take effect from January 1, 2026.
On August 1, 2025, the National Standardization Administration Committee officially issued the mandatory national standard GB 26572-2025 \"Requirements for Restricted Use of Hazardous Substances in Electrical and Electronic Products\", which will be officially implemented on August 1, 2027, completely replacing the recommended standard GB/T 26572-2011. This marks that RoHS in China has been officially upgraded to a mandatory national standard, and it is also the first mandatory national standard in the field of RoHS control in China. The release of this standard is not only a technical upgrade, but also a systematic promotion to the green transformation of China\'s electronic and electrical industry.
On July 11th, 2025, led by the Ministry of Electronics and Information Technology of India (MeitY), a stakeholder consultation meeting on the transition of electronic equipment safety standards was held. The conference focused on the current two standards, IS 13252 (Part 1): 2020 and IS 616: 2017, which will be replaced by the new standard IS/IEC 62368-1:2023 (4th edition) in the future. This standard update aims to make Indian regulations more in line with international standards, which will have a significant impact on the electronic equipment industry.
